try various things. one i would start with trying a different usb port (if you have more than one) usually (actually ALWAYS) one usb port is set for these kinds of actions while the others aren't. sounds funny i know but that's how the fools that make these things work it. if that doesn't work try reinstalling your drivers (did you even do that to begin with?) so in other words if your camera came with a cd that is for installing-that's what you need to do.
those two things should fix your problem. anything else you'd have to go to the maker of the camera's web page and either get new drivers (with will almost always fix the problem. could be updates are needed) or search their trouble shooting section.
honestly-this sounds like a simple problem. rarely do cameras have conflicts with computers due to other issues.

What Operating system are you using?
Windows 98/98se/me might need a device driver. Windows 2000 *might* even need one. But Windows XP should see it.
Are you configuring the camera for connection to a PC? Most cameras require a configuration change before the camera will "talk" to the computer.

Hi. Reinstall the camera drivers and software from your installation CD. I use an external card reader (very cheap and USB 2.0 compliant) because it downloads MUCH faster that my USB 1.1 based camera.

1. Check if the Camera is on
2. If it doesnt pop up showing the camera is plugged in, check " My Computer " and see if the camera icon is in there
3. If not those two, try reading the manual guide to fix it.

Might need to get drivers for the camera or some kind of software to recognize it, go to the manufacturer of your camera's website..
