Any tool truck should have one like Snap-on or Mac or Matco, but you might have to prove your intent. You do not need to be a registered locksmith to possess them but you might have to answer a few questions if you have them in your possession without a proper reason. I have been a mechanic for 15 years and have keep a set of lockout tools and picks in my truck with only a couple of issues with the boys in blue.

Take a course in locksmithing they will come as a part of your tool set, and it will be legal for you to have them when you are registered. If you are not registered you can be arrested for possession

If you drive down the street, and see a car with a really DIFFERENT paint scheme, and very odd lighting, ask the driver, and be sure to tell him/her why you want it.
