A ship broker is a person who "trades" ships - the same way any other commodity might be traded.
The broker connects "renters" and "owners." The people who want to use the ships (either for a one time voyage or a long term charter) need to find the people who own ships of the appropriate type and size AND who have a ship (or space on the ship) available. The broker is kind of a real estate agent who connects the two.

The steward's department is responsible for serving food on a vessel. The steward has assistants who also are responsible for general interior cleaning (public restrooms, captains quarters, public areas and the like.)
