Congress declares war, but the President is in control of the miltary. Nothings to stop him from attacking Iran just like Iraq. The only thing Congress can do is shut off the funding to the military, which would be political suicide or try and impeach him.

Yes, he does need Congress to approve an invasion of Iran. According to the Constitution, only Congress has the power to declare war and raise and support the armed forces (Article I, Section 8).
