Where can i read the electoral roll free online?

I'm trying to find out where someone live's so i can send a valentine's card.

i dont think you can unless you pay for it, i wanted to do the same and the only sites that i found you had to pay, they not worth what you got to pay so i sacked it lol or you could try 192.com

if you know roughly where they live, and surname you may manage to find it from www.yell.com or the online phone directory - it allows you to search under postcode, street name, surname etc individually.
