Well some classes are so boring (not realy an excuss but they are children) and what if the child already knows the material?If they are doing vocabulary they already know whats the point of doing it?

I am glad when kids are reading (anything...its so hard to get them to read.), I am not glad if they are not following instructions, so if the teacher asks them to do something else, yes, that would need to be addressed. If your question is more such of, should kids be allowed to read magazines in school during reading time...(I am not exactly sure what you mean.) I think the should have time to read anything they like, however, it is the teachers job to help them to continue to challenge themselves. They should also provide reading materials that could be of interest to various children's interests. I think children should be required to read things they don't want to because that is a part of life as well as school but I also think children should also be shown that there are reading materials that can interest them and make the like reading.
On a side note, my nephew is in the 6th grade. About two years ago he became the stereotypical "comic book geek." I can not tell you how incredible this child's reading and comprehension of what he reads has become and I attribute it to these comic books, or graphic novels as he insists they should be called. His vocabulary has become better than most adults I know and all of a sudden he is picking up all types of reading materials that are way advanced for his age. When I listen to the discussions he has with his friends who also read those graphic novels, I am so impressed by their quit wit, clever understanding of lifes situations, and desire to understand what they don't.
My nephew was also a child who had reading difficulty in his early academic years and was required to participate in the schools extra reading program. So, this was my plug for having kids learn that they can enjoy reading and for encouraging kids to read comic books.

Actually reading magazines doesn't bother me, it is the chatting on cell phones, talking to friends, etc. that bothers me about kids in school.

A lot of kids are doing things in school that have nothing to do with school. I think it's worse than ever now.

reading magazines is still reading, its fundamental.
would you prefer they play video games, or sit and do nothing

me personally? no. it's their problem if they want to fail. if it was my kid, i'd check their bags before they leave.
