I'd say overall, Manchester United but in terms of money for transfers Chelsea and Manchester Utd tie it.

Chelsea have the money for it but with not being in the G14 (a group of 14 teams in europe with high status pretty much can do what they want) they have still have trouble buying players. Liverpool have alot of money no so expect them to buy alot of players in the summer

it depends on which type of soccer (english, spanish,italian???) but in my opinion Manchester United makes A LOT of money but Barcelona also cant stay behind.
