In metal gear solid 2: sons of liberty and substance, why do people hate Raiden so much!? he is cool and is a good use character. And plus, in metal gear solid 2: Substance, Raiden can be used as a ninja and has better sword handling than snake.

Because he looks like a female and most American people think he's gay. But in Japan (or where ever the game is made) he is a popular charter. We just like Snake Most American gamers prefer snake's attitude charter!!!

He was moderately popular in Japan. Japanese pop culture is a little more open to feminine male characters, and he also had a deeper more serious voice.
The US is a little less comfortable with feminine males, and Quinton Flynn's voice for Raiden was very whiney and atypical of a heroic lead.
What really hurt Raiden is how he was a "twist" character, replacing the beloved Solid Snake. Many gamers felt betrayed by not being able to control Solid Snake in the later 3/4ths of the game.
It didn't help that MGS2 was considered to be the weaker of the MGS games, with an overly complex (even convoluted) storyline that twisted way too much.
Kojima recognizes all of these mistakes, regarding Raiden's premier. He even joked it by including Major Ivan Raidenovitch Raikov as Volgin's submissive lover in "Metal Gear Solid 3: Snake Eater."
It seems like Kojima is going to great lengths to make Raiden more appealing, and a stronger part of the Metal Gear storyline in the upcoming game "Metal Gear Solid 4: Guns of the Patriots."

Because he is the antithesis of the macho snake that most of us Metal Gear Solid fans have come to love. Come on now, what is up with his gay, hold the crotch while side flipping gymnastic crap. He was thrown into the story line to open up the developing his character in future installments of the game. Kojima is no idiot.
