Of course he can still get in trouble even if she lets him. In some states the parents have to press charges and in others the cops have the right to without the parents permission. 27 years old is definitely way to old for a 15 year old.
How is she getting away with this??? Are her parents not paying attention, something like this isn't hard for a parent to figure out.

If you care about your friendship with her, it is best not to get involved in the mess. If you report him, she will never forgive you. Even if you tell somebody with authority who calls the law, she will think you are stabbing her in the back. Just try your best to convince her that it's wrong and encourage her to report him herself.
I am not say that it's okay for him to sleep with her. Far from it. It is just that she has to learn from her own mistakes. That means she has to make the mistakes to learn from. Be a friend and do everything you can to make her realize that this is no good. Be a better friend and help her pick up the pieces when it comes to the ugly end that is looming on the horizon.

Definately NOT legal. No matter if they both consent to it or not. He is old enough to know that someone at that age is impressionable. Tsk on him for letting it get this far. 12 years is a big gap for someone that is younger than 18. This should not be happening, and if need be, tell the parents first before going to the police. He needs to go after 18 year olds if he wants someone younger.
