It depends on what '07 you're talking about.... and what country you mean. In the UK and Australia, January 4 '07 is written as
4/1/2007,
but in in the US, it's written as
1/4/2007.
So it can either mean January 4th 2007 or April 1st, 2007 - depending on what country you're talking about...... or even what century !!

Depends on what dating system you are using as the 1/4/07 can be considered to be the 4th of January 2007 in the US or the 1st of April 2007 in other countries. Further you have not defined if you mean 2007 or some other year ending in 07. Moreover the day of the week may not be the same everywhere depending on certain variables.

Depends on the dating system you are using.
1) 1/4/07 - 4th of January 2007 - Thursday - Day 4 of the week if week starts on Monday and Day 5 if the week starts on Sunday
2) 1st of April 2007 - Sunday - Day 7 of the week if week starts on Monday and Day 1 if the week starts on Sunday
To your question grammatically the answer is the first one. Because only Jan. '07 has passed away and April 1 yet to arrive
