I have found the Croatian postal service quite efficient..and a normal letter to Canada by airmail would take around 4 days to arrive, and no more than a week. The price of a stamp would cost 8 kunas.
But if you are really worried about speed and it an important letter..You can send it by EMS (Express Service). And it is guaranteed to arrive within 3 days..And you can track your letter online.

But it is EXPENSIVE!!! A 20 gram letter would cost about 140 kunas (roughly 30 Canadian dollars!)
So I recommend using the ordinary postal service because it doesn't really make much difference in the speed of delivery.
