Because Each state is granted 2 senators, no more no less, for a total of 100 while House representation is based on state population so large states have a lot of Representatives.

U.S. Constitution Article 1 lays out the Congress of the United States, noting there are two houses. The House of Representatives, discussed in section 2, and the Senate, discussed in section 3.
The House of representatives, is elected by the people and the number of representations is based upon population of the state, with each state being guaranteed one.. Originally there was to be one representative for every 30,000 people. With our current population of 300,000,000 , that would mean there would currently be 100,000 representatives. The house has be capped at 435 representatives.
The senate is composed of equal representation, 2 representatives from each state.
This arose during the constitutional convention. Prior to the Constitution, the U.S. was governed by the Articles of Confederation which gave 1 vote to each state. When the constitution was proposed the small states did not want to have votes based upon population, so N.J. proposed a plan for a unicameral house with each state having equal vote. Virginia proposed a plan of a bicameral house based upon population. After weeks of arguing, where the convention was almost canceled, Connecticut came up with a compromise. The House of Representatives being based upon Population and the Senate being based upon equality. This allowed both small and large states to ratify the Constitution.

The Senate is represented by two members from each state, while representatives to the house are determined by population. Thus North Dakota has but one member of the House of Reprsentatives, while California has 53.

Because it pays better, mostly... Whoops; I mean, the Constitution said that each district could have a number of representatives based on the population of the districts. Since the Senate came about after the Revolution, its rules are different; basically, there can only be 2 senators for each state. (I'm assuming they did this because it looks prettier.)
