I know this was the lifetime of Rene Descartes...one of the most influential mathemeticians and philosophers of the time. He developed the notion of Mechanical philosophy,and is considered the father of modern philosophy.

From those dates I'm guessing that the intent of the question is to see how the balance of power changed in Europe from domination by one superpower, Spain, to a rivalry amongst France, the Netherlands and England for status as new superpowers.
