Some are, some aren't. It's the same in every country. You cannot judge all by the actions of a few.

French are like people everywhere. If you're rude to them, they are likely to return the compliment! I have relates (English) who live in France, and they are more than happy with the rural French people. Parisians are another matter, apparently, but they see a lot of demanding tourists there. . .

I just came back from Paris and found the Parisians to be just fine. Maybe because I was in the tourist area but they were for the most part polite and helpful. Honestly, nothing against the British, but I found them to be more warm than the English. The Brits are very polite and cordial, but they are not trying to be your friend.

France is a small but incredibly varied country. (geography, culture, ethnic origin of people...)
Some people may be rude, some other very nice...like in USA.
