Question about The Sims 2 for PS2???

I just purchased The Sims2 for my PS2 and was wondering if my sims are able to get married and start a family. I have been trying to get my people to like each other enough to get married but it hasn't worked. What am I doing wrong???

You have to be 100% friends first then lovers and then yes they will give you the option to marry.
