I say this without knowing the delicacy or the type of paper you are talking about. I hope this helps. Paper wrinkles becuase it is sturdy enought to hold form. Think about what happens to it when it gets wet. Soggy paper, when gently handled, can be pulled out flat on a smooth surface. If you then place another flat, smooth surface on top of it as to "sandwich" the paper, then let it dry you will have flat paper once again. remember also what happens to ink when it gets wet. good luck.

If it's not too large, grab each end and bring it down hard against the edge of a countertop or table, in a rubbing motion. That also works for flattening rolled up posters and such.

Something like a teakettle that blows steam and a dough roller might work.
