Many towns are already your style. I could suggest just about every city I know of, because they all have art aspects related to the city.

Well Birdie, dont know where you live but theres a town in northern NSW Australia called Nimbin. Nimbin is full of throw backs from the flower power era from the sixties and is known for it's alternative lifestyle. The area is quite beautiful with rolling green hills and rainforest valleys. Most of the inhabitants are anti everything except wacky backy. friendly people and a great way to live if your into creative arts and growing your own food.

You should try Easton , Maryland. The plen-air art festival is just on of many fetures , then there is the historic Avalon theater , the annual waterfowl festival featuring so many artists and the local bands and such are awesome! Plus Talbot county (home of the town of Easton) is named in the top five counties to live in every year by national magazines. I live close by ( in Delaware) but do alot of business there.

I don't know where you live now, but Santa Cruz, California is about as "artistic" as you can get. It's about 2 hours South of San Francisco, but it's not a big city = Simple!
There are some of the most far out crazy artisits and nut jobs you will ever meet, I gurantee it!!
