It was Zimbabwe-born Sophia Shorai who recorded "Hello Goodbye" for Target. According to the News section of her website (http://www.sophiashorai.com/):

Listen for Sophia on the new Target commercial "Hello, Goodbye". It will be featured during this years Golden Globes as well as on many primetime networks nation-wide.
This appears to be another case of this being recorded only for the commercial, and not being for sale. Sorry folks, but it is a great tune - great voice she has.
