I think Whitney Houston proved time and again that she was and is the best. Celine comes in a close second. But, there are so many wonderful female vocalists and more to be discovered.
Male, I have to love Steven Tyler, Josh Groban, Jon Bon Jovi, Sammy Hagar...and the list can keep on going.

I'm going to have to be biased towards rock vocalists!
Male-> I love Steven Tyler because even live, he has great pitch, concentrates on his singing and manages to flounce around the stage and make people go crazy.
Female-> Joan Jett. Raw, true energy. I Hate Myself For Loving You is a great song and showcases how she can keep a song in context and not become all buttery. The growl of the guitars and her equally growling vocals do wonders for a song.

I think that Lauryn Hill is one of the most talented singers of our generation. I believe that her strong vibrato and the chilling soul deep within her voice can touch your heart in a tremendous way. Although she still remains in a state of reclusion, I hope that she can overcome those quasi-political obstacles and bless us with her musical gifts again.
