In 3rd world countries, where the natives walk about with their breasts exposed, it is not a 'sexy' thing, its just a way of life. In our culture, women keep these area's of their bodies covered out of modesty. Typically you will only see a womans bare breasts during some sort of sexual situation (Enless your a doctor or something). The fact that we keep these things covered in modesty keeps them sacred(somewhat) and naturally men are attracted to that which they cannot have or have to work really hard to get. A woman isn't typically going to show you her covered areas. This is all interelated to you having sex eventually or leading to that point. Naturally your body wants to breed, and have little children so things associated with that will have a 'natural' or sexy attraction.

My guess is that men think they're sexy partially because they don't have them. They are mysterious and many guys view them as a goal...they like a girl, they can't see their boobs on a regular, daily basis and they want to accept the challenge of touching/feeling/seeing them.
Boobs (especially BIG ones) are also quite soft in most circumstances and feel great against a guys skin during sex.

It has something to do with the way they look and feel.
The fact that they are always covered has something to do with it, too.
I wonder whether breasts are sexy to cultures where they are normally bare.

Because usually the only time you see/touch them is when something sexy is happening. Also because they are an erogenous zone.
