Thats a tough question to answer due to the fact that certain circuits on the mobo could be bad and it would still boot. If you have a system that wont boot or stay running, the best way to determine if the mobo is faulty is to use a known good power supply and disconnect every peripheral that is connected to it and then try to boot it. If the mobo is bad, it will shut down. If its good , it will fire up and stay running.

There is no way to immediately tell if a motherboard is bad, but usually the computer will not boot, won't display anything on the screen, will not make any beeps and will commonly not show any signs of life (i.e. no fans running, no noises, etc.)
To know for sure if it's gone bad, you can do a couple of things: You can unplug everything connected to the motherboard except for power and the power button (and internal speaker if it's not integrated). If there are no signs of life (no beeps) with just this then the motherboard is probably bad.
What's better is if you have a working compatible motherboard somewhere that you can swap out with the suspect board. If everything works with the new configuration, then the original board is obviously dead.

Go to the motherboard manufacturer website. Motherboards do go bad, but not that often. Most of the time there will be telltale signs of "burning" that you can see. The SURE FIRE way:
Eliminate that the problem is NOT the Power Supply, NOT the power Switch, NOT the Processor, and NOT the Memory. I usually do that by removing these devices and plugging them in to another computer that I know is good until I find out which of these components is bad.

it will not power on, if it atleast gets to the bios screen, check to see if its recognizing all your hardware such as hard drives and optical drives. If its not check the drive and cable, if the drives are good then the mobo.
But to answer your question there is no sure fire way other than testing the pieces that are not responding to see if its the mobo or something else.
