To be specific, it means the actual track(s) from another song were used and incorporated into a new song. This is accomplished with a piece of audio gear known as a sampler.
In the early days of the technology (late '80s), sampling was running rampant in the music industry. Bands like the Beastie Boys (Led Zep, Beatles, Youngbloods) and especially a group called Negativeland (U2) got into legal troubles over it.
This cut down greatly on the use of sampling, although it still goes on. It's just that now the artists need permission (and usually payment) to sample someone else's work.

It means they took either a beat a melody or even a direct use of the singers voice from the original. And slipped it into something they created.

A cover is different a cover is just another band playing the same song as someone else did.

A sample is just a little "sample" of another song used it happens more than most people know. Just about every hip hop record is sampled from somewhere.

I think they worded it wrong Sampling a song is taking a sound,arrangement,or line from another song.Such as "S.O.S"by Rihanna samples the music arrangement from "Tainted Love/Where Did Our Love Go"originally by Gloria Jones and remade by Soft Cell

some songs, mostly rap are words played over the beat and music of a previously recorded song
for example the Police "every breath you take" was sampled
for P diddy tribute song for Notorious BIG "missing you"
Every step I take, every move I make

A "sample" is when one artist takes a part of a medoly and incorperates it into their own. P.Diddy is infamous for that. "I'll be missing you" is a remake of Sting, another has Diana Ross' "I'm coming out" in it. It shows that he has no real creativity. Other artists can actually pull this off, but not many.
