This is both a Federal issue and a state issue. Before it can be brought into the U.S and operated on ANY street in ANY state, it must meet United States of America requirements for safety equipment, lighting, emissions and vehicular control (steering, brakes, etc.).
After that it becomes a local state issue, and up to the local state's DMV.

Have a look at the emissions decal under the hood. It should say if your car meets Federal and/or CA emissions certifications.
