many things use the feminine,,,,, like mother country,,,,, mother earth,,,,, mother ship , etc,,,, we think of the female as the source of good things, meaning birth, comfort, our substance,,, etc

Women are more nurturing by nature, therefore as Lady Liberty stands in New York harbor welcoming people she sends a message that they are now in a place where they can be nurtured and loved.

When Eiffel(of tower fame)designed this statue It was gifted to the american people by France The french without actually naming her said She is a beacon for freedom and liberty.So perhaps inadvertantly alluding to thier own Joan of Ark.A french heroine.Also as a dig at Great Britain.
