I Live in Indiana, and work for a school corporation, and had 2 hour delays with cold weather with a windchill at 10 below. We wait 2 hours for daylight so buses may have extra time and family's don't have to let children stand out side in the dark waiting for buses.

When their is a white out and our cars don't start that is when my school closed for cold weather or the pipes in the school freeze. It isn't no real temperature when my school closes. It could be only -10 C and my school closes if you can't see the road or if the snow plows arn't out.
