No, they are not required to by law. HOWEVER, they are responsible for providing a working refrigerator...
1. If the lease lists it as an accommodation provided by the landlord or property owner, or
2. If it is not stated in the lease but there was a working refrigerator in the apartment when you moved in, or
3. If they advertised that the apartment comes with a refrigerator as part of the accommodations listed.
The third one would be your weakest argument in getting a refrigerator out of them. And the only reason they would provide you with one in this case would be because they wouldn't want to get in trouble for false advertising. But honestly, if it wasn't there when you moved in and if it's not part of the lease agreement, then don't count on them providing you with one.

No, not unless it was specifically stated in the lease. Did you not see the apartment BEFORE you move in? You must have noticed there was no refrigerator. And if one was there when you looked at the apartment and the landlord moved it out, check your lease and consult an attorney.

It depends on what kind of property you are renting and what the laws are.. If you looked at the place and the frig was there and when you moved in it was gone I would question what happened to it.. But you need to read your lease and ask the landlord what appliances will be supplied with the property..
