Yes, but you will need a very big battery to produce the volts you will need for lightning.
The question I should ask you is, why do you want to make lightning?

You can use an Ignition coil of a car , hoked it to a 12volt battery and you can come out with a 3000 volt discharge ,be careful use heavy rubber gloves it will kick you back , with this you can make a one inch spark or do welding in a jiffy .

Take short stick and wrap 100 coils of bare copper wire around it. To one end of the wrapped wire, attach a nail. Attach the other wire from the coil to the + pole of a AA battery, and a second wire from the - pole of the battery to another nail. Bring the tips of the nails together slowly. Before they touch you will see lightening! You'll feel it too!
