well West virginia was a part of Virginia until the secession of virginia from the union to join the confederacy, the area which is now west virginia split from virginia as it was opposed to slavery. The civil war began in 1863 so theres youre answer

I happen to live in VA and know this. In 1863 the Civil War was taken place. And that part of the original Virginia didnt agree with the rest of it (slavery etc etc etc) so it broke up with it. Hope that helps!

Because West Virginia succeeded from Virginia and stayed in the Union.

Based on the date, my guess would be something to do with the Civil War and states being designated as slave or free. I just checked http://en.wikipedia.org/wiki/West_Virginia and that is the case.
