Well, I was going to say get a Mall gift card or a fast food gift card (McDonalds), but you say you can't get her a gift card. So...what about a little bottle of perfume or body spray. Sometimes they have body spray packs where you get the spray and another item for a good price. You can get some perfumes and body spray for a pretty cheap price ($4.99 and higher) at most Wal-Marts, Targets..etc. :)

well you know what kind of stuff she likes right? you could find something she likes around that budget you have (make something) or once you get more money take her out, or just give her the money. but if your budget is as low as you say it is, really low, then im sorry. give her a big hug on the morning of her birthday and say i love you and that you'll make it up to her. or you could get help from your parents, if you want and feel comfortable with that.

low budget = make your own gift. Well, maybe not the gift itself, but you can make your own card (me and my bro always made our own cards for each other when we're little). Necklace, or earrings, maybe? They're not really pricey, you can get a nice one with affordable price. Or you make her breakfast and write a happy b'day note / card.

Does she collect anything? My 14 year old daughter collects cool boxes. If your sister has any collections, you could check out thrift stores for whatever she collects. My son collected antique bottles when he was 14. I could usually find those at thrift stores or even antique stores for just a few dollars. Good luck!
