Most Federal Agencies are part of the Executive Branch, so they work for the President (the Agency heads are the Cabinet Secretaries). A few Agencies are quasi-independent and a few work for Congress (they usually have Congressional in their name, like Congressional Budget Office).

A bureacrat works for their boss. Just like you do. They're salaries are paid from our taxes but that doesn't mean we get to set their office policy.

You mean the GREY people that stay in their jobs whichever party is in charge. They have their own agenda, but go with the party in power

ideally they work for the public good

in reality the government is often corrupted, especially by the rich

but for the most part, the police, teachers, regulators, military, etc. work for the public good

Suppoosedly they work for the people since we do pay taxes that pay their salaries. IMHO for the most part they are in it for themselves.
