A massive increase in spending!! Because that is grammatically correct, whereas the other isn't!!

It is "in" spending, because this word is precursory descriptive of the activity, spending. The word "of" is a precursory word for roughly decribing amounts of objects, (A bag of Oranges / A cafe full of customers etc).
As the description here already roughly explains the amount by use of the word "massive" another amount description is not needed but a description of the object or activity that is "massive" is, hence in and not of.
