clean the dvd lens using a dvd lens cleaner, you will need one of these thoughout your dvd player etc.
If that fails, as its under a year out get it repaired for free.
If you brought it second hand, then try turning it upside down, that sometime resloves the problem short term.

Because its broke. Mine did the same and it got worse and worse so i got a new one. If it does spin but makes loud noises put it on a different angle so the sound go's.

probably got dust in the intake or the laser is malfunctioning. If it is a Thin PS2 they have reported problems and just take it in and have them look at it.
