why is it, when i play some cd's it makes a high pitched humming sound...?

kind of like a wa wa sound? also, some cd's have a staticy sound. do they make a cleaner for cd players and is their a safe way to clean the cd's? is that what this could be?

It's probably scratched or something. You'd better polish it.
