Could be a few things.
Do you have a heater in the tank? Gold fish prefer cooler water and where they are hanging out may be cooler. Try turning down your temp to around 60-65
Do you feed them in that area? They could be looking for food.
Water flow, is there a current or the filter outflow where they are at? Gold fish like water movement. You may need to add more water movement like a power head (not necessary)
Water quality, is the water quality Ok? Do you have live plants?
Some fish just like to Hang out. If they are showing no signs of stress or disease, I'd keep an eye on them I am sure they are fine.

Depends if there are other fish in the tank that are aggressive they will push the goldfish to the side and eventualy kill them. if you have no other fish then the water temperature is either too low or too high and the goldfish have found a corner with the most compatible heat range. hope i help

Your water quality is BAD. You either have high ammonia, nitrites, nitrates.
What size tank is it? How many goldfish do you have crammed in there?
How often do you do water changes and HOW do you do water changes?
Do an immediate 30 percent water change where you vacume the gravel thoroughly with a siphon. Making sure not to go past 50 percent and that the new water is the same temperature as the tank water and its dechlorinated with a water conditioner.

it always depends on the fish. SOme fish hang out around the bottom and some on the top. My tiger barbs only hang out by the side. And my gouramies on the other side.

Goldfish should be constantly active. Your's either have an internal infection or are suffering poor water quality. They won't live long if you don't fix what's wrong. Test your water first.

is that the side of the tank/bowl you feed from? most fish school and it could be where the water is warmest...coolest...most filtered...there are a number of reasons why

becuase ususaly there are other fish in ur tank that arelarger and/or agresive or verry territorial and the they chasing this fish .
look to se if his fins messed up like there being grated ,
in having this problem right now to.
