is it illegal to publish a book that is inside another book. like it has some characters from a book you didn't write, but it has a completely different storyline.

If you don't cite the author who created those characters it would be plagiarism. Anything you write which is not your own idea/creation, must be attributed to the person(s) you are taking it from. and it must be done with their permission. Chances are you would get sued by the author of the original story and any money you make from your "new" story would be very difficult for you to claim ownership of since the other author would argue you would not have a book without their characters. Don't do it. Get inspired, use the characters as a base and add on enough of your own interpretation and creativity that no one would confuse the other authors' characters with your new ones. That's the only way to avoid plagiarism.
