After you obtain Diaz's mansion as your own, there should be a Maverick on the roof. Somewhere on the grounds, there is also a sparrow. It's an older look helicopter with a machine gun. There's a condo that you can purchase that has an elevator. Go through the elevator and there should be a Maverick there as well. If you go on the military base in a cop uniform, you should be able to steal the Hunter helicopter (Looks like an Apache). This copter has a machine gun and rockets.

been a while since ive played it , think one gets unlocked after a few missions. find a building with a helipad and buy it. then one will spawn on the pad
