It's from a poem called Dreamers by Siegfried Sassoon.

The poem is soliders and the hardship of war. The line "Drawing no dividend from time's tomorrows", in my opinion, means that soldiers in war give thier lives to better the future of the country or belief for which they are fighting. But by doing so they reap no benifits in its end, because they are dead.

Simple when you break it down......"Getting nothing tomorrow" or better put, don't hesitate to act today...tomorrow may never come...and investing in tomorrow gets you nothing.
