He is not inarticulate. However when you are trying to hide your opinions, it can make you seem to fumble with words. This is often the case of politicians or they have pat answers that do not really say anything. It fills the holes for them, Hillary is very good at this - years of practice covering for Bill.

This sounds like jealousy of a party who has twice-elected a president who can't even read from a typed script.
But to answer your question, Barack Obama is very acticulate and could be because he graduated magna *** laude from Harvard Law school and didn't get rejected from Law School like President Bush.
