There are guaranteed spots for conference winners (either through conference playoff or straight up league winner). The rest of the teams are selected by a selection committee. A total of 65 teams are selected in which 2 teams will play for the 64th or final spot. The two teams are usually a the toss up teams.

The selection committee in determining who is in this year will look at the following:

1. A moock selection by a selected group of sports writer (something new this year)
2. Record and strength of schedule or RPI
3. And the team itself.

Here is a site that explains the general rule...the only thing not mentioned in the explanation is the moock selection which again is new this year and the web site probably just needs to be updated.

First off they don't take the top 64 they first take the conference winners which is 16 teams then they do the top 16 teams in the nation then they pick 32 at large teams based on record RPI SOS and quality wins and losses

there are guaranteed spots for the best teams in the biggest conferences, like the big ten or the acc.
then the rest of the teams are chosen by a committee who picks based on record, strength of schedule, and other factors

there are automatic bids that go to the conference tournament winners. the rest are chosen by a selection committee of so-called experts. they look over the other top 60 teams or so and determine who had a harder schedule and who won more important games throughout the year. the experts do not include jim nance and billy packer though. if they were involved no mid-major would make the tourney ever.
