Why was the Kuningan Persada never built?

There was once planned a 70 story building in Jakarta, Indonesia to be built called the Kuningan Persada. It's in a skyscraper book of mine copyright 1997, it was to be complete in 1998. Why was it canceled?

From what I have found, it appears as though no information was released regarding the reasons for the project to cease.
