No..its called food stamps. There are already guidelines of who is poor and who isnt. People who are poor wouldnt try to make $$ then if they can get it for cheaper by living off of welfare.
Most people dont realize that poor people are generally helped out with food the most. The problem is more on being homeless and not having $$$. Ask a homeless person if he would prefer $$ or food. 9 times out of 10, he'll want that cash in his hand.
..and it leads to overpopulation too

Teh scam is, if you lower the food prices to benefit the poor, it also helps the rich to get richer.
It is seemingly impossible to do the right thing in office, as no matter what you do, the rich get richer and the poor poorer.
We are a society based on money, supply & demand, mostly poor stay poor while rich get richer.
There are exceptions:
You are a hot woman who doesn't mind destroying families everywhere, so you decide being a porn star is a fantastic way to make money. After all, how many guys will tell a hot woman, that is a wrong thing to do? Most men have no balls.
You are exceptional in some sports area. You work hard, are talented, and have no problem handing that million dollar contract.
You get on a who wants to be a millionaire type of show, get lucky, and win the jackpot.
You actually have the winning ticket to the state lotto. Congrats!
Your family was born rich, so you inherit what they inherited. Take it easy, don't work too hard pal!
You marry into a rich family. It may be that women find it easier to seduce rich men, than men seduce rich women (Sex really sells! And who is more beautiful? Why do you see mostly female porn stars?)
You take a few million college courses, almost guaranteeing a better paying job. You have no life, but who cares, you are bringing in the cheese!
You are in a very popular band. Thank you RIAA for sueing all the fans that support them! You know how to grow a fan base.
You retired from or are a big wheel in a rather large company. Thank you Microsoft, for showing us that money really does buy everything.
You work 85 + hours a week. All that overtime is great, but after you die when your 35, you still havent had time to have kids and a family. Or you just married, btu worked yoruself too death.
You become a famous actress, actor, or movie star. Never mind that kissing a few million lips is kind of seedy, I mean, who will ever tell someone who is hot that they are doing wrong? You can't tell a beautiful person they are doing wrong, because they will have so many others to replace you with!
You steal from others or rob a bank. Good luck in getting out of jail, or living a life that is normal after that.
You print your own money, or you sell drugs in massive amounts. Won't take long for you to find free housing in a jail somewhere!
You never pay your (woops, their salary) taxes. (Never mind the take almost all you have, it's just a crime not to give them what is yours).
You invent some really good idea, like electric cars. Sure! Some oil company will be happy to pay you off so they never get popular cause they make so much off the poor.
You run your own business. Maybe one day, you will break even.

Daniel Quinn has much to say about this in his book "Ishmael" and later books.
Bill Clinton put something similar in motion when he was President:
Grain prices were so low that many farmers might have been forced to give up farming (which sounds like American Free Enterprise to me).
So The President had the U.S. Government purchase 500 million dollars worth of grain at ABOVE MARKET prices, therefor, doing a good thing for the farmers and the American people, in HIS mind.
The President then directed that this grain should be DONATED to starving nations in Africa, where continual U.S. food supplements had kept the population from shrinking.
On the contrary, this continual sending of an "artificial" food supply (to a land where the inhabitants had exceeded in numbers the natural population limit which the land could support) had been the prime stimulus in overpopulation.
Consider. You put 20 lab rats in a cage and give them enough food and water for 20 rats.
The population of the cage will vary between about 17 and 23, but the average over any significant length of time will be 20 rats.
Now, take the same cage containing 20 rats, and constantly give them enough food and water for 40 (FOURTY) rats.
Guess what? You will eventually have 40 rats in that cage.
So artificially dropping food prices for the poor would probably result in more poor people. Not that that is a bad thing...more people to vote.
But seriously, if we want to do something good for us all, and to help us become partners with all other creatures in creation, then we need to look at how we "lock up" the food supply, and then turn food from a freely exchanged item of support-for-support into a commodity of income-for-support.
If we de-commercialized the food supply (NOT turned it over to The Government) we would notice a dramatic drop in world population as we supported each other in a tribal manner to seek out and dispense the necessary things of life.
However, this drop in population would stabilize....at the point where the land could naturally support the amount of people living on it.
Till then, as a Christian, I think the more important issue is, should I let the Government, or industry do my charitable works for me, or should I find a way to SHARE A MEAL with a homeless person, face to face, at the same table.
I have a very specific idea on that subject, but that is for another post.

I dont have an answer because you don't have a question.
What do you mean by "Lowered?" What do you mean by "Accomodate?" what do you mean by "the poor?" What do you mean by "generosity?"
It may eventually be a good question but right now there are too many undeifned terms.

I suppose if one person had the power to do this and they chose to it for selfless reasons it might be considered generosity. Although that is not the case.
