Your best solution is about 300 lbs. in the bed of your truck centered over the rear axle. A good set of snow tires won't hurt either.

If you only want to use one tire all year round there is only one option - the Bridgestone Dueler AT Revo. This tire is available in any of the many sizes that came on Silverado's that year and nothing else even comes close in terms of traction.
I live in Minnesota and I sell tires. If I had a truck, this is the only tire I would even consider for it. Go to Tirerack.com and read the reviews. This tire has more miles and more good reviews than any other tire they list. Plenty of my customers who have 4WD tell me they don't even need to bother most of the time - they just keep it in 2WD.
Barring the Dueler AT Revo, the only other good option is an extra set of dedicated winter-only tires like the Bridgestone Winter Dueler (not Blizzak - that's for passenger cars).

Sure, the best non-studdable snow tire for your Silverado is the Bridgestone Blizzak DM-Z3 which is made for Light Trucks and SUVs

Nokian makes excellent winter tires, you can find their website with an internet Search. The company is based in one of the Scandanavian (snow) countries but they seem to have a good U.S. dealer network.
