If you are going for your undergraduate degree, practically anywhere you would go will give you the same education.

Honestly, if you would have to take out a loan, I would suggest staying in-state, as long as there is a school that offers your preferred program of study.

Consider your reasons for wanting to leave. Is it because you think the schools are better, or because you just want to get away from Virginia?

Do some research. If you qualify for a scholarship or grant to go out of state, then go! If not, save your money. You may decide you want to continue your education and go to graduate school. Then you will be glad you set that money aside.

Another thing to consider: how sure are you of your intended major. If you think you may change your mind, it could take you an extra year or so to graduate (more money). Also, you can always go in-state for a year and transfer out of state if you really don't like it. (or vice-versa if money becomes an issue.)

LSU has the lowest out of state tuition out of those 3 but you must cost consider the cost of living. Baton Rouge would have the lowest cost of living compared to Miami and LA. This means the cost of a 1 Bedroom apartment in BR near campus would be less than one of the same size and quality in Miami or LA. This is another thing to consider

There are always scholorships you can apply for, and Finacial Aid from to college. I'd at least go ahead and apply to all those placed you want to apply to, and see what kind of financial aid packets they give you. It's not much to apply to most schools, and who knows they might give you enough to make it cheaper then an in-state school
