The state government. We learned it in US Civics 10th grade. There is a division of power between the federal and state governments. One of the major responsibilities of the state government is to organize education (k-12). The federal government is not responsible for education within the states, but often support public schools through the elastic clause. (Necessary and Proper Clause)

Neither, it should stay local with some funds from both state & federal level. Locally they can best adjust for the needs of area.

Since the "right to an education" is not metioned in the constitution, it is in the power and responsibility of the state. However, it should be stongly aided by the federal government.
