When coming across a computer that is mysteriously slow it is most likely due to spyware/worms/virus. Microsoft Windows is so full of holes its insane.
But there is a better way...
I would recommend switching to the Mac with its far superior OS X. On the hardware front you get quality components at a cheaper price than other PC vendors. You also get a lot of nice built in features like the iSight camera. Thats just one example of many. But the real difference is the software. Mac OS X is years ahead of Windows which is why Microsoft blatantly riped off OS X for Windows Vista. To see how badly Vista rips off OS X check this out: http://www.youtube.com/watch?v=xsrkdbis6... With the Mac you also get the iLife suite of applications (iDvd, iMovie, iPhoto etc.) which is the best in class, award winning software suite for free so you don't have to buy any extra software. You also don't have to buy any anti-virus or spyware programs because Mac OS X is built with security in mind on a rock solid Unix based foundation. In over six years OS X has had zero viruses. And since all Apple computers now run with intel inside you can boot up Windows (or Linux) if you need to and that gives you the most software choice over any other type of computer. Its like 3 computers for the price of 1. PC laptops might seem cheaper sometimes but when it comes to total cost of ownership, the Mac is much cheaper. You get a lot more value with the Mac.

That's a loaded question.

Many things can cause a computer to be slow.
1) Old equipment. Pieces and parts of the computer will slowly wear out over time and this can cause a decrease in performance.
2) Outdated equipment. Newer programs require a certain level of technology and efficiency that older computers cannot produce.
3) Failing/overheating equipment. If the hard drive, CPU, or power supply is malfunctioning, the speed as well as normal functions of the computer will suffer.
4) Malicious programs. Viruses/Trojans/etc will constantly be working and using up resources in your computer that will dog it down.
5) Lack of sufficient memory. If you are running many programs at once, you may not have enough memory to accomidate them.
5) Lack of hard drive space. If your hard drive is almost full, it does not have enough room for important files to be written and will slow down your system considerably.
6) Slow hard drive speeds. Hard drives spin at a certain RPM. If you are using a slower hard drive, performance will suffer.

There are even more things that can affect speed or make it look like your computer is running slowly when it really is not. Like I said, it's a pretty loaded question. :)

1) Slow or outdated CPU
2) Not enough RAM
3) Highly fragmented Hard Disk
4) Small amount of virtual Memory
5) Bunch of junk running in the background that you really really don't need but its been installed (and maybe not willfully by you).
6) CPU/Memory intensive programs that you are actively running
7) Graphic Intensive programs (i.e. games) using all available graphics features turned on.
8) Slow internet connection causing programs that use the internet to appear slow.
9)...

There's probably 20 more I can't think of off the type of my head.

Your computer seems to have to little RAM and not enough free space. Try cleaning it up, Defrag, and delete cookie. It all else fails, buy more RAM that fits your computer "teeth" and is up to the limit of the motherboard.
