Whipping the back with a cat o' nine tails (leather strip at the end of a whip) until the back is bloody to the bone. Used frequently in old naval and slavery times. Horrid.

It's whipping with a cat. A cat is like a whip, except there are nine strips coming out of the handle and each strip has a peice of bone, jagged glass or something else sharp tied to the end of it to cause maximum impact and pain to the accused.
