American keyboards do not have an English pound sign. It's not used in the USA!

Open Control Panel At the top left of window change view to Classic View Regional and Language Options In Regional Options ensure that English (United Kingdom) is selected Further down that dialog box, where it says Location, click on the drop down menu and select United Kingdom Click OK and you're there Close control Panel and get on with using your computer.

If you have a QWERTY keyboard, then all you have to do is hold the shift key and press the 3 (not on the 10-key pad). There are other types of keyboards, so if you don't have a QWERTY, then go to your word processor and click insert and then click special character. You should see it under one of the normal fonts.

You don't. You click on the "Insert" drop down menu, click on "Symbol" and find it there.
Of course, if you're still using a typewriter, you can type a capital L, then backspace and type a hyphen over it. It's not elegant, but it gets the point across.
