because they are "ilegal" a ref must be able to put the person's number on 1 hand.
but in the pros they don't really abide that rule

In both high school and college rules, it is correct that digits 0-5 are the only legal digits for jersey numbers. As stated before here, it is because referees have only 5 fingers on which to signal who committed a foul.
