Can my HR Rep legally tell my Supervisor about a job reference call?

I applied for a governement job and said it was ok to contact my HR Rep for a reference of employment.

Can she legally tell my Supervisor that she got a call for a possible job reference?

Unless you have a contract that states that HR cannot tell your supervisor, they are allowed to tell them.
