And is it to increase revenues from driving test fees?

Is it arbitrary or do they choose certain random attributes like "everyone with brown eyes wearing trousers"?

well the b a s t a r d s have failed me 3 time n i have brown eyes and i was wearing trousers.......

Came across this question rather late, but I can confirm that driving examiners have no "quota" of passes or fails to fulfil.

Examiners are examined too, to ensure they apply the standards properly and fairly, and observed on a regular basis.

It's simple, if you're good enough you'll pass, if not . . .

Think there is an element of truth that they have to fail a certain amount, Maybe there is a tester on line who can deny this ??

I was told that before I took my test but it's a load of rubbish.

not true it is or would be against the law I know a driving examiner and he would be appalled at such a suggestion
